Graduate in Law UB (1987). PhD in Law UAB (1993). Professor of Administrative Law at the UAB (1990-present). He is highly specialised in public law and competition. He is the partner in charge of the Department in the Barcelona office. He appears in the main reference publications as an expert in these matters. He is a regular speaker at specialised seminars organised, among others, by the Barcelona Bar Association, Pompeu Fabra University, Menéndez y Pelayo International University, Carlos III University, Complutense University of Madrid, the Federació de Municipis de Catalunya, the Associació de Municipis de Catalunya, Esade, the University of Barcelona, the Association of Economists of Catalonia, the Smart City Congress and others.

He was a member of the Commission of experts for the study and diagnosis of the public procurement situation created by the Ministry of Finance in 2004. He was summoned by the Congress of Deputies as an expert in the process of approval of the Law for the Defence of Competition. He was called by the Parliament of Catalonia as an expert on public procurement in 2005.

He has published more than 15 books or book chapters and more than 20 journal articles, as well as articles in the ordinary press. He has been the director of the Fundación ICO's Competition Yearbook since its creation in 1996.
