Commercial Technician and State Economist. PhD in Economics and Business Studies from the Universidad Pontificia Comillas. Master's Degree in Economics and Business Research. Degree in Law (UNED). Degree in Economics and Business Studies (ICADE). Former Head of Economic and Legal Affairs at IACTEC (Instituto de Astrofísica de Canarias). He has worked as Director of the Department for the Promotion of Competition at the National Competition Commission (CNC) and the CNMC (2011-2017). He has been Deputy Director General of Merger Reports (2003-2006) and member of the Advisory Board of the Court for the Defence of Competition (1998-1999). Economic and Commercial Counsellor at the Spanish Embassy in Italy, Milan (2006-2011) and at the Spanish Embassy in Poland, Warsaw (1999-2003). Trained in competition policy, efficient economic regulation, public sector reform and public policy. Currently researcher on leave of absence from the Instituto de Astrofísica de Canarias, co-founder and administrator of Light Bridges, SL and The Restless Few, SL; co-founder of Astro Poc, SL, Patroclus Investigaciones Canarias, AIE, Typhon Investigaciones Canarias, AIE and other entities dedicated to science. His line of research is new ways of public-private collaboration in private basic science infrastructures and R&D projects.
