Andrés Betancor is Professor of Administrative Law at the Pompeu Fabra University in Barcelona.

He graduated in Law from the University of La Laguna (1979-1984). In 1987 he moved to Madrid and in 1990 he joined the Universidad Carlos III de Madrid. After obtaining his Doctorate in Law in December 1989, with an extraordinary prize, he taught Administrative Law at this University, and was director of the Master's Degree in Environmental Policy and Management. His doctoral thesis on the origin and formation of the executive administrative act won the Nicolas Pérez Serrano Prize for the best doctoral thesis in public law awarded by the Centre for Constitutional Studies (1990).
